Make sure you got the correct host name, port, username and password.

You may be connecting from behind a firewalled network. Make sure that the firewall allows port 21. If you are connecting to one of our Zope servers, you need to use port 8021 or 8121.

It may also be necessary to set your FTP client software to "passive transfers". In "passive transfers" mode, the FTP client software instructs the FTP server to use port 21 only for both the control connection (sending and receiving FTP commands) and data connection, while in "active transfers" mode port 21 is used for control connection and another port is used for data connection.
