After you have added a document or uploaded an image or file, the newly added object's status is private. Private objects are not visible to the general public (visitors with no login privileges).

Clicking the "Submit" link signals web site Managers and Reviewers that you wish to make available an object (document, image, file, etc.) to the general public. Web site Managers and Reviewers have permission to publish objects to the general public.
